Important Changes to Norwegian Passport Procedures Abroad

From Decem­ber 1st, 2009, it will no longer be pos­si­ble to apply for a new Nor­we­gian Pass­port through the Nor­we­gian Hon­orary Con­sulates abroad, such as Van­cou­ver. Only Embassies and cer­tain Gen­eral Con­sulates will be able to receive appli­ca­tion after this date.

From Jan­u­ary 1st, 2010, it will no longer be pos­si­ble to apply for a national per­sonal num­ber and pass­port simul­ta­ne­ously. All Nor­we­gian cit­i­zens must have a reg­is­tered per­sonal num­ber in the National Reg­is­ter before an appli­ca­tion may be sub­mit­ted at the for­eign ser­vice mis­sion. Appli­ca­tion for a national per­sonal num­ber is to be, as before, placed with the for­eign ser­vice mission.

Bio­met­ric Passports

The rea­son for these changes is Norway’s com­pli­ance with Schen­gens require­ments regard­ing manda­tory bio­met­rics in pass­ports. Appli­cants shall, when pre­sent­ing them­selves at the for­eign ser­vice mis­sion, pay an appli­ca­tion fee and there­after sub­mit their bio­met­ric data in the form of pho­tog­ra­phy, two fin­ger­prints and a sig­na­ture. There is des­ig­nated equip­ment placed at the listed for­eign ser­vice mis­sions for cap­tur­ing bio­met­ric data. Iden­ti­cal equip­ment will be in use at police sta­tions and pass­port offices in Nor­way start­ing from the same date.

Infor­ma­tion about the appli­cant will be stored in accor­dance with the applic­a­ble laws, rules and the reg­u­la­tions at any given time. The appli­cant may them­selves choose at which Embassy or Gen­eral Con­sulate they wish to apply. An alter­na­tive could be apply­ing for the pass­port at a police sta­tion and pass­port office while vis­it­ing Nor­way, even with for­eign res­i­dency. Delivery/distribution of the pass­ports will take place as it does today, either at the Embassy or Con­sulate. In some coun­tries, the appli­cant may also receive the pass­port through reg­is­tered mail to the local post office.

In addi­tion to all the Embassies (includ­ing Ottawa), the fol­low­ing Con­sulates Gen­eral can receive pass­port appli­ca­tions: Ali­cante; Guangzhou; Ham­burg; Juba; Mur­mansk; New York; Rio de Janeiro; St Peters­burg; San Fran­cisco; Shanghai.
