Important Changes to Norwegian Passport Procedures Abroad

From December 1st, 2009, it will no longer be possible to apply for a new Norwegian Passport through the Norwegian Honorary Consulates abroad, such as Vancouver. Only Embassies and certain General Consulates will be able to receive application after this date.
From January 1st, 2010, it will no longer be possible to apply for a national personal number and passport simultaneously. All Norwegian citizens must have a registered personal number in the National Register before an application may be submitted at the foreign service mission. Application for a national personal number is to be, as before, placed with the foreign service mission.
Biometric Passports
The reason for these changes is Norway’s compliance with Schengens requirements regarding mandatory biometrics in passports. Applicants shall, when presenting themselves at the foreign service mission, pay an application fee and thereafter submit their biometric data in the form of photography, two fingerprints and a signature. There is designated equipment placed at the listed foreign service missions for capturing biometric data. Identical equipment will be in use at police stations and passport offices in Norway starting from the same date.
Information about the applicant will be stored in accordance with the applicable laws, rules and the regulations at any given time. The applicant may themselves choose at which Embassy or General Consulate they wish to apply. An alternative could be applying for the passport at a police station and passport office while visiting Norway, even with foreign residency. Delivery/distribution of the passports will take place as it does today, either at the Embassy or Consulate. In some countries, the applicant may also receive the passport through registered mail to the local post office.
In addition to all the Embassies (including Ottawa), the following Consulates General can receive passport applications: Alicante; Guangzhou; Hamburg; Juba; Murmansk; New York; Rio de Janeiro; St Petersburg; San Francisco; Shanghai.
